Diocese of Peshawar, Church of Pakistan has 30 parishes spread all over it’s Pastoral care area. Each parish is administered by a Parish Committee comprising of 8 to 12 members from the congregation and is headed by a Diocesan Priest. The Parish Committee is responsible for the well being of the members of the congregation and the day to day affairs of the Church.
The Diocesan Development and Relief management after consulting the Senior management of the Diocese of Peshawar delegated the responsibility of the Micro Credit Scheme to the 30 Parishes of the Diocese of Peshawar. The purpose is to involve more local members of the community for:
- Greater transparency of the project
- More influence on the local creditors
- Sense of ownership of the project
Selection of deserving candidates:
- The local Church invites applications.
- The parish committee reviews the applicants and verifies the deserving applicant.
- The Micro Credit officer of the Development and Relief rechecks the approved application.
- The local Parish committee signs a legal contract with the approved creditor.
- The local Church provides the loan to the creditor in the required material form.
Guarantors (Legal Security):
Each creditor has to provide two guarantors. The guarantors will be people of good reputation in the community. Both the creditor and the guarantor have to sign a legally binding document.
Repayments:
The Development office through the local Church committee envisages that loans should be repaid over thirty-six (36) months. From the very beginning the importance of timely repayment is stressed, which is also emphasized in the legal agreement.
Monitoring:
The project is monitored by:
- The members of the local parish committee who initially approved the applicant.
- The Development and Relief micro credit officer visits the creditor on regular basis to confirm the re-payments are made as per agreement.
- The Assistant Director Evaluation also monitors the project development, suggest ways to improve the quality of services and prepare narrative reports.
- The Assistant Director Finance keeps track of the financial aspects of the project.
The Secretary Development and Relief keeps a vigilant eye on the over all progress of the project. |
